GENERAL SUMMARY OF REPORT
The year two thousand ten,
and 27 and February 28, were
the work of the national
seminar authentication
Charter Kurukanfuka under
the high patronage of the
Minister of Culture, Mohamed
El Moctar, and in compliance
traditional authorities
Kangaba.
The first day began with the
special welcome to the
sacred Case booked by the
notables of the old city of
the Mandingo to the Minister
and his delegation came to
the greetings in the
presence of officials of the
Movement NKO and a public
many. The palaver in the
fact extended from ten to
eleven.
The official opening
ceremony of the national
seminar that followed took
place in the conference room
of the Prefecture. It has
been marked by different
interventions: |

- The introductory of the
Prefect;
- The word of welcome from
the Mayor of the town of
Minidjan;
- The presentation of the
event by Djéli Barou
Dembele;
- The opening speech of the
Minister of Culture.
There followed a
demonstration of the
projector's technological
prowess through NKO tool;
discount token gifts to the
Minister by his hosts, the
leadership and organizers,
visit the NKO space, with an
exhibition of products of
expertise and editing of the
Movement, and to complete
the ceremony, a cocktail
reception to honor officials
at the Hotel Mande.
The program will resume its
course in 13 hours 30
minutes with the plenary.
Bakary Kamian Professor,
Historian Emeritus, was
immediately appointed as
Presiding Officer. It will
be at his side at the
Presidium of the following
people:
- Mahamoud Bamba kandafa,
Chairman of NKO - MCD;
- Ibrahima Kante, Kante
Solomana heir, special guest
of Guinea; |

- Ishmael Diabate, kanda,
moderator;
- Honorable Kalifa Doumbia,
the general rapporteur.
As an introduction to the
work, a short paper on
"Legislation and orality"
will be presented by Mr.
Mohamed Coulibaly, the
facilitator, making a brief
overview of the issue as a
prelude to consideration of
the charter document.
Will be deduced from this
introduction that orality is
necessarily the first
expression of rules before
being transcribed with the
advent of the cashless
instrument. There was the
word of the ancestor,
restored the ancestors, the
divine word revealed
religions. Also, orality can
not be read by a lack or
absence of the law as some
might claim the objectors.
This introductory
communication will be
followed by contributions of
assistance to a better
approach to the correlation
of the binomial "orality and
legislation."

Moussa Bagayoko, have in
turn contributed their
insights and assessments for
a good understanding of the
issue of authenticity of the

supported by the NKO,
raising both points of
debate, expressing their
innermost feelings on the
subject, particularly about
the site location and name
of the clearing (fuka) who
hosted the meeting in 1236.
But as Dean said Kamian, the

terms of rivalry between
denominations, but rather of
"complementarity" around the
undeniable achievements of
the national heritage, it is

original Mandingo is not

The meeting ended with the
formation of two workshops

1. The workshop's
intelligence document for
the Review of the content in
order to identify
opportunities for
improvement and information
additive, whose presidency
was assumed by Richard Toe,
assisted by Ibrahima Kante,
with Ishmael Faya Tolno
rapporteur . It was held in
the plenary hall.
2. The workshop Alignment,
responsible worker as
document, presentation
context, President Ismael
Diabate, Moussa Bagayoko
assisted with Kamory Kéita
as rapporteur. It met in the
space of the Hotel Mande.
The sessions were suspended
after the work shop which
ended around 18 hours.
The second day began, under
the program by visiting the
website code Kurukanfuka at
the entrance of the city.
Participants were accused on
the spot the surprise
arrival of Madam Mediator of
the Republic, Madam M'Bam
Diarra, and recorded with
satisfaction the arrival of
Dr. Mamadou Simag Fanta,
persons selected in Bamako,
the first day.
A session initiation-like

under the leadership of a
Conservative spokesman for
the Beretta family, the
guardian of the tradition of
the site, attended by
representatives of the
chiefdom, in the presence of
the host, the Chairman of
the circle Kangaba, Bamba
Boubacar Keita. Several
questions were asked by the
audience, sometimes answered
with a proverb, and a
mystical air, by Mamadou
Bérété, holding his
information from his
ancestors.
At the resumed plenary, held
Madam Ombudsman has
expressed any interest in
this meeting, for which it
is the duty to monitor,
support, but also learn a
fundamental act that
resonates around the world
with reference to issues of
universal law.
Then Dr. Simag be invited
for its contribution will
focus on "the impact of laws
on Kurukanfuka Segou, his
chosen field. The eminent
scholar will speak
eloquently of the
relationship between the
Mandingo and Segou, and
explain how the rules have
been agreed to regulate
public space and civic life.
It Kurukanfuka affirm that
there were two great vows:

that it engaged on the

After these speakers
rapporteurs of the two
workshops have been reading
their draft report, subject
to criticisms and amendments
to the plenary for approval,
which will allow the general
rapporteur and facilitator
during the break to prepare
the report summary and
recommendations of the
seminar workshop for
adoption.
The closing ceremony was
chaired by Mr Koďta El Hady,
Secretary General of the
Ministry of Culture,
representing the Minister
for the occasion,
accompanied by the Prefect
of Kangaba in the presence
of Mayor of the town.
The general rapporteur is
outset invited to read fast
final documents adopted by
the national seminar:
- The general report;
- Recommendations and
motions. |

The specific recommendation
for further action by
holding an international
conference on the charter
Kurukanfuka was underlined
emphatically.
Karamoko Mahamoud Bamba
thank all people of goodwill
who have supported and
facilitated the meeting
starting with the President
of the Republic, the Prime
Minister and Minister of
guardianship, all known and
anonymous, seminarians and
guests, press and artists,
who allowed to successfully
meet this challenge trial,
while seeking leniency for

organization that has made
under binding conditions.
The event is a witness to
our shared destiny in Mali,
and applies to the
sub-region and Africa as a
whole.
A ceremonial, symbolic, the

Djéli kuntiki Ousmane

In his closing speech, Mr
Koďta remrciera behalf of

those from Guinea, doing a
quick overview of projects
and the ambition of the
Minister and his department,
to conclude on the scope and
legitimacy of the outcome of
this forge two days in Mali,
which provides a consensus
text of Charter of Mande
(Mande sigikan) already
recognized by UNESCO as
intangible heritage acquired
in the world rankings.
A collective prayer session
and blessings will cease
work at the national seminar
Kangaba that takes time as a
special time and memorable
of our time, act suddenly
watered, Providence, for the
first rain of the year,
meaning all the hope he
wears a resurgent Mali.
Organizationally, the
seminar showed the actual
presence of some 80
participants in work and in
any more than a hundred,
adding the leaders of space
NKO. Among them are several

socio-cultural mediators;
- Academics, researchers,
traditionalists, men of
culture;
- Men of law, lawyers,
legislators;

the movement NKO.
In total, twenty seven (27)
seminarians who took part in
the workshop of intelligence
and they were told in
September (17) to the
workshop Consistency. |

RECOMMENDATIONS |
|
The Seminar National
Authentication Charter
Kurukanfuka 1236 recommend:
1) Adhere to the milling
Solomana Kante, therefore no
changes are made. However,
the proposal was made to add
to Article 82 of the
document Mandingo proverb
that says: "The truth caught
up in one morning lying in
the race for a thousand
years";
2) To clear the issue of
denial by not referring to
more arguments objecting to
the reality of the charter
that the principle of
adoption as a World Heritage
is an asset today, anything
that reinforces the approach
of Malian authorities have a
consensual version;
3) To translate the text of
the Charter in all national
languages including Arabic,
but also in the official
languages of the countries
of the Mandingo space that
are in addition to French,
English and Portuguese;
4) Make edits with the
original translation in
other languages biface; |

5) Undertake missions to
disseminate the Charter
across the country; |

6) To continue the
discussion and complete the
reconfiguration work in
introducing the document
titles, and enriching the
chapters on categories and
key themes;
7) To encourage research to
better reflect the actual
document in its time and its
rationality;
8) Develop and concocting
the document for educational
purposes for teaching in
schools and universities;
9) To organize an
international symposium to
share this common heritage
with all the countries whose
territory includes part of
the federation of Mandinka
this time;
10) To make the refund
document to the President of
the Republic in a ceremony
that will be a national
event of high political
significance.

MOTION RECOGNITION
The national seminar
authentication Charter
Kurukanfuka 1236 expresses
his gratitude to the
Minister of Culture, Mr.
Mohamed El Moctar for its
presidency of the ceremony
to commence work, and all
his collaborators made the
trip and made a valuable
contribution to the success
of the work.
He urged the Minister to
give evidence to the
President of the Republic,
Head of State, His
Excellency Amadou Toumani
Touré, and the entire
government of Mali,
gratitude Movement NKO, all
